The signs, in order of how much they matter
A leak from the tank itself is the clearest sign to replace. Water that pools at the base and comes from the tank body, not a pipe fitting, means the steel liner has failed, and no repair will fix that. Shut off the water to the heater, switch off the power or gas and call us the same day.
Age, rust-colored hot water, rumbling noises and a run of repairs all point the same way, but they are softer signals. One alone can be handled by repair. Two or three together usually mean the tank is near the end of its useful life.
What each sign means and what to do
Match what you notice to the likely action.
| Sign | What it usually means | Repair or replace |
|---|---|---|
| Water pooling under the tank | Tank body leak, or a fitting leak on top | Replace if the tank leaks. Repair if it is a fitting |
| Rust-colored hot water only | Corroding tank or worn anode | Inspect, often replace if the tank is old |
| Rumbling or popping | Sediment cooking on the tank bottom | Flush may help if caught early |
| Not enough hot water | Failing element, burner or buildup | Repair first, replace if the tank is old |
| Third repair in a short time | System is wearing out | Replace |
| Tank is old, and the date is unreadable | Unknown history | Plan replacement before it fails |
The date code is on the rating label. Ask us to read it if you cannot.
Age, rust and noise in plain language
Each one has a simple test.
Age
Look at the rating label for a serial number that holds the build date. Manufacturers decode it differently, so read the label or send us a photo. A heater past its expected service life is a candidate for planned replacement, not a late-night emergency.
Rust-colored water
Run only the hot tap. If the rust shows in hot water but not cold, the tank is the likely source. If both run rusty, pipes are involved too.
Leaks at the base
Dry the floor, then look again in an hour. A drip from the relief valve line or a fitting can be repaired. Water leaking from the tank shell cannot.
Rumbling
Mineral sediment collects at the bottom and traps water that boils underneath. The tank sounds like popping corn. A flush helps when caught early, but heavy buildup may mean the tank is already damaged.
Tank leaking onto the floor?
Shut off the water and power or gas to the heater, then phone dispatch. We can often schedule the same day.
Pico Rivera water hardness and the Express Permit
The City's 2023 water quality report (its Consumer Confidence Report) measured total hardness between 121 and 212 mg/L, averaging 174.4. Divide by 17.1 mg/L per grain and you get roughly 10.2 grains per gallon, which lands in the hard band on a Cal Water scale.
Cal Water notes that hard water can build up minerals in water heaters. For your tank, that makes sediment a fair thing to watch for and an occasional flush a sensible habit. Neither report says how fast a given tank scales up, so listen for rumbling instead of counting years.
For the swap itself, the City lists an Express Permit for a water heater change out at the same location. Whoever does the job must show an active California State Contractor's License and City business license information. For anything beyond a same-spot swap, ask the Building and Safety division, since permit rules vary.
A ten-minute check before you decide
Do these with the heater off and cool if you can.
- Read the date on the rating label and write it down.
- Look at the base for water, rust streaks or a wet floor.
- Check the pipes on top for dampness or white crust at the fittings.
- Run the hot tap and note the color for the first minute.
- Listen for rumbling or popping when the heater runs.
- Count the repairs in the last two years.
If you land on three or more, ask for a replacement quote and compare it with the repair bill. Reach our line and we can price both.
Replace now or repair one more time
If the tank is sound and the problem is a thermostat, element or valve, Water Heater Repair makes sense. If the tank leaks, the heater is old, or repairs have piled up, Water Heater Replacement is the better use of money. Ask for both options in writing so you can see the difference.
Replacing before the tank fails also protects the floor and walls around it. A heater that bursts overnight can soak a closet or garage in minutes.
A fair rule is to weigh the repair bill against the age of the tank and the number of earlier repairs. A cheap part on a young heater is worth doing. The same part on an old tank with a rusty tint to the water often only delays the day the tank gives out, and you pay twice.

Questions we hear most
It depends on the unit, the water and how well it was kept. Read the date on the label. If it is old and showing a second sign, plan on replacement.
If only the hot tap runs rusty, the tank may be corroding. If both run rusty, old pipes may be involved. Have it checked.
It means sediment is on the bottom. Flushing early can help. Heavy buildup may have damaged the tank, so ask for an inspection.
If the leak is a fitting or valve, yes. If water comes through the tank shell, replacement is the only fix.
A same-location change out can use the City's Express Permit. Ask Building and Safety about your specific job.
The 2023 city report averages 174.4 mg/L, near 10.2 grains per gallon. Your own address may differ, so test your tap.
Use the City's provider lookup page to see who bills you, then ask that office for its latest report.
